I have examined the accompanying Ordinance intituled

certain provisions of the Treaty of Peace

Order, 1919. for the purpose of adapting the provisions of the

Order to the circumstances of the Colony of Hongkong,

and I am of opinion that the Ordinance is one

The object of this Ordinance is to make the necessary modifi-

cations for the purpose of adapting to the circumstances of Hongkong

the provisions of the Treaty of Peace Order, 1919, such legislation

being contemplated in article 3 of the Order.

The general scheme of the Ordinance is to schedule a number

of substitutions to be made in reading the Order for the purpose of

its application to this Colony. The modifications are all matters

of detail, namely the substitution of dollar amounts for sterling,
